Third Overseas Chinese Talent Conference for Development Commences in Fuzhou, Fujian Province
FUZHOU, China, Dec. 01, 2025 — The 3rd Overseas Chinese Talent Conference for Development commenced in Fuzhou, the capital of east China’s Fujian Province, on December 1, 2025. The event was jointly hosted by the All-China Federation of Returned Overseas Chinese (ACFROC) and the Fujian provincial government, and organized by the Fujian Provincial Federation of Returned Overseas Chinese and the Fuzhou municipal government.
The conference’s enduring theme is “Pooling the Wisdom of Overseas Chinese Talent to Fulfil the Chinese Dream,” complemented by this year’s specific theme, “Uniting Overseas Chinese Talent, Forging a New Era of Innovation.” The event is structured into five main segments: the opening ceremony, an awards presentation for outstanding contributions, activities focused on gathering and cultivating overseas Chinese talent, initiatives for attracting overseas Chinese talent, and the launch of achievements from the QIAOZHIHUI (Overseas Chinese Talent Convergence) Platform. These programs are designed to establish a premier platform for global exchange and talent interaction, fostering deeper integration of science, technology, talent, and industry both domestically and internationally.
The opening ceremony included a tour of the QIAOZHIHUI (Overseas Chinese Talent Convergence) achievements release area, the formation of an expert service team, a signing ceremony, and the promotion of significant outcomes. The “excellent contribution awarding” initiative aims to address key technological challenges by offering special funds, ranging from 300,000 to 1 million yuan, to encourage scientific research teams comprising overseas Chinese talent. The “gathering and cultivating overseas Chinese talent” section encompasses various thematic activities, such as innovation and entrepreneurship for new-generation overseas Chinese, applications of artificial intelligence in employment, digital-intelligent commerce, and matchmaking for overseas PhD holders. The “attracting overseas Chinese talent” section facilitates industry-talent matching through the participation of guest-of-honor provinces and cities, along with universities, thereby promoting regional and university-local government collaborations. The QIAOZHIHUI achievements release area is organized into multiple zones, highlighting technological innovation, talent development, and urban application scenarios.
This three-day conference features Anhui and Harbin as the guest-of-honor province and city, respectively, with Harbin Institute of Technology and Tongji University designated as the guest-of-honor universities. The event has drawn a diverse group of participants, including overseas Chinese, high-level professionals, representatives from science and technology associations, overseas Chinese business leaders, and delegates from universities and research institutions. It serves as a valuable platform to consolidate “overseas Chinese capital, wisdom, and strength,” consistently injecting momentum and vitality into Fujian’s development in the new era.
