Conference in West China’s Chongqing Boosts Modern Service Industry Development

CHONGQING, China, Sept. 28, 2025 — The 2025 Modern Service Industry High-Quality Development Conference took place on September 18 in Yuzhong District, located in Chongqing Municipality, western China. During this event, the list of China’s top 500 service enterprises was also unveiled.

Bearing the title “New Engine, New Prospects — Writing a New Chapter in the High-Quality Development of Modern Service Industry,” the conference sought to establish a collaborative platform for interactions between government bodies, enterprises, and research institutions.

During the conference, the China Enterprise Confederation and the China Enterprise Directors Association revealed the 2025 ranking of China’s Top 500 Service Enterprises. Statistics indicated that these companies collectively generated an operating income surpassing 50 trillion yuan, reaching 51.1 trillion yuan. This represented a 3.82% increase, which was 1.9 percentage points higher than the growth observed in the prior year.

For the first time, the average operating income for these enterprises surpassed 100 billion yuan, settling at 102.22 billion yuan. The minimum revenue required to qualify for the list increased by 10.71% to 7.98 billion yuan. Furthermore, their combined total assets exceeded 400 trillion yuan, reaching 404.9 trillion yuan, marking a 9.19% rise.

Over recent years, Chongqing has capitalized on its status as a significant national hub for advanced manufacturing. The city has fostered deep integration across technological and industrial innovation, advanced manufacturing and contemporary services, as well as the real and digital economies, aiming to accelerate its establishment as a leading zone for the development of the inland modern service industry.

Chongqing has prioritized sectors such as software information, technology research and development, design consulting, modern logistics, and financial services to promote the high-quality expansion of producer services. Recognizing the swift advancements in AI, the city has adopted “Digital Chongqing” as a catalyst to enhance the “AI +” initiative, employing digital and smart services to modernize various industries. Additionally, it has broadened its openness in services, intensifying the comprehensive pilot program to stimulate growth through institutional liberalization.

Yuzhong, serving as the host district, reported a GDP nearing 170 billion yuan in 2024, translating to 7.28 billion yuan per square kilometer and 292,000 yuan per person. Despite occupying only 0.28‰ of Chongqing’s total land area, it generated 5.4% of the city’s GDP. This achievement is attributed to its thriving modern service industry, which now constitutes over 93% of its GDP. In 2024, the service industry’s added value reached 158.53 billion yuan (placing second within Chongqing), and the proportion of producer services in its regional GDP was the highest in the city.

Yuzhong is implementing a “4311” modern industrial framework, underpinned by financial and technological innovation. This system comprises: four primary producer services (contemporary finance, specialized services, scientific and technological innovation services, and modern logistics); three consumer services (modern commercial activities, cultural tourism and creative industries, and general healthcare); a consolidated modern construction sector; and nascent clusters, including the computing power economy, industrial internet, and low-altitude economy.

Looking ahead, Yuzhong intends to maintain the tertiary industry’s share above 90% by 2027, elevate the proportion of modern producer services in its regional GDP from 66.8% to 75%, and cultivate a new hub for their advancement.
